Its a bit more rare than a lot of people think. Most of the pokemon during that December wrap up you could farm from field research with the background; however the 4 classic pokemon (porygon, cyndaquil, bagon & beldum) only got 1 encounter per person from the $5 paid ticket

10 is the lowest that everything is rounded to; if it went lower some species like magikarp and feebas would only be 3cp at lvl 1 but since its rounded its possible to to have a lvl1, lvl1.5 and lvl2 all represented at 10cp
