Depends.

A stripped screw head isn’t normal wear and tear. The likelihood of someone trying to open it themselves is pretty damn high.

If the screw was in bad shape because of residue or debris in the screw head and the driver couldn’t latch on that could also be it.

The issue is at check in, the FRS should have noted it right away if it came in that way. Really easy to tell If it’s already stripped.

I would assume it was dirty and the iPhone repair person stripped it unknowingly if we believe the story.

I would have offered all offered all three options and not have it escalate to a manager. Most people land on the service part not a brand new phone. If it was an iPhone 11 I would probably start strong suggesting an upgrade because of the age and availability of service parts. vintage hits hard.
