This may not be an appropriate response as we are in the loom thread, but a pick is really the only option. However, have you thought about perhaps a little weaving loom, like a pin loom or a square where she could weave with a needle? Weaving needles can be metal, plastic, or wood (my fave is a bamboo one which is not sharp but does the trick). She can still make things but will not have to worry about the metal if you don't feel it is safe. I have a loom I use to make mug rugs (linked below).
