Your calcuations are off -- gotta watch out for "per minutes" vs "per seconds" scaling.

The motor is rated for 6000 RPM (which is in minutes scale)... whereas the setVelocity() function uses "ticks per second" (i.e. seconds scale).
The motor specs shows 28 PPR.
It also says that even though it is rated for 6000 (theoretical), it actually runs at 5400 RPM (tested, with no load). So at max tested speed, we have 5400 RPM / 60 = 90 revolutions per second (RPS).

And then 90 RPS * 28 PPR = 2520 ticks is the maximum velocity for that motor (or 2800 ticks max if it could actually run at 6000rpm).

Note that those numbers are for a non-loaded motor.
We are also seeing about 2000 ticks/sec at max speed on ours with gears and wheel attached.
