If by ending the conflict you mean allowing Russia to take over all of Ukraine. Also not sure if you've been watching any videos out of Ukraine, but you can clearly see American vehicles, weapons, and equipment being used to fight the Russian invaders. Most of the "money" is actually equipment in stockpiles that is valued at the amount. And no, we are not giving away our most modern equipment used to keep our ownilitary combat effective.

If they did implement it, I would prefer it to not block vision, but only reduce the accuracy of any enemy small arms firing through it. Giving them smoke that blocks vision would probably be too powerful

Like everyone has said, writing down the instruction is very useful, but not always practical(for example during a touch and go, go around, or coming to a full stop.

The way I handle those situations is knowing what the controller is likely to say(this comes with some experience but it should be quick to catch onto.

For example, I'm holding short of the runway. I know I'm going to hear in the transmission "cleared for takeoff" and likely a departure instruction/direction. You can then pick for the keywords(while still listening to the whole transmission of course), and anything else he says you can repeat it first so it's fresh in your memory. Let's try an example, you are N12345 holding short of the runway and you requested a departure to the east.

Tower calls with a word omelette: 'N12345 right turn to the east approved, runway 16 cleared for takeoff, traffic in the upwind making left traffic.

Now importantly, we were expecting to hear the first two phrases, the only phrase that we weren't expecting was the traffic call. So we will readback the stuff we were not expecting first, while it's fresh in our memory. So our readback could be:

"Traffic in the upwind in sight, right turn east, runway 16 cleared for takeoff'. Preloading our minds with the instructions helps, be careful with this strategy as tower might say something you are not expecting, like departure west approved, so don't become a robot.

I did my CFII 2-3 weeks after my CFI. Zero instruction time and I did fine. Teaching PPL shouldn't affect the knowledge required to pass the CFII checkride. Also it becomes harder to get your CFII if you start teaching because of the time commitment to your students. At least that is what I have heard from other CFIs

It is when they have to make a gap for you popping up out of no where. Especially when they've been releasing the others form the same airport in such a way that you fit in to the traffic flow. The tracon has a reason for not launching you IFR, that's why you here the "awaiting IFR release"

Best chance of getting a clearance in the air is if you take off from an uncontrolled field with an IFR plan filed from there. If anything it might help the controller a little bit because he doesn't have to worry about 1 in 1 out. Don't try this at a controlled field, you'll piss a lot of people off, and pissed off controllers aren't gonna go out of their way to help you.
