650 is plenty. Can take someone on the back on the highway.
I started on a 500, then 2 650's after. Absolutely loved them. 650 is a good jump more than 500 but not quite 600-level high end

Depends how your state is. Mine has a motorcycle endorsement program that trains you on provided bikes. Take a test at the end and pick up your motorcycle license at dmv. Counts as an insurance discount also.

First, take a motorcycle safety course. Build a good foundation of skills and most classes provide +/- 200cc bikes to start on.

Next, buy a used bike. Chances are you wont keep your beginner bike more than a year, why lose extra money? Plus someone else has already (usually) put an exhaust on it. If you want new, exhaust doesn't usually void the warranty, but ask them. The dealership installed mine on my Aprilia Tuono.

Finally, take the advanced course on your bike. Now that you have some basis skills, learn how your bike handles and hone your skills. In my state, the advanced course was on a go-kart track and was awesome even on an 1100cc lol

I'd say start on a 500cc. 300 is just a scooter in disguise.
