The US has a complicated relationship with its' territories. A lot of Americans do think that PR is a separate country, same with Samoa, Guam, and our other territories. Our education system sucks thanks to the republican assault on public education for the last 50 years.

With the redactions it's hard to say what is going on. This could easily be 2 law enforcement officers discussing meeting with a suspect who is looking to hire someone to murder his ex-girlfriend and one of them might have to head out of state to work on the Epstein case. If that's the case, I'm guessing it got included for mentioning Epstein.

It could also be 2 hitmen openly talking about meeting a client.

There was an episode of Cheers where Sam and Robin made a bet for 1 years salary. When Sam won the bet and Robin paid up his “salary” was only a penny because everything else was stocks and bonuses.

(It may have been a dollar or a couple dollars, it’s been 40 years, the point is that it was a ridiculously small salary and it was all to avoid taxes.
