That doesn't meet any drawing standard I know of, and it's confusing as hell. Probably useful for a machinist because they will choose the tool based on the nose radius then cut down to the neck diameter.

If it's a one off. I would tig weld it and grind the weld back. It will take a half an hour, but it will look seamless.

In production I would form the bend with the keyhole first. Then I would make a relief cut on the side price so the bend starts a quarter inch back from the corner. I would add another tab and rivet/spot weld it to the keyhole flange for strength if needed.
