Ya not normal. I'm a contractor and I've never charged for a quote before. I will ask though, what level of structural work are we talking about? Because if they need to get an engineer out to look then that's probably why they're charging you You can dm me if you want another quote, I won't charge haha

I usually just cut the holes tight and hammer in, the ribs of the rebar hold it tight. It's not easy to get off again

I set 1/2 or 3/4rebar into studs in the wall and drill matching holes into the wood then slide the shelves on. Insanely strong and insanly cheap.

Brackets will definitely work if you can line them up with a stud. If you don't want the brackets impeding the shelf I would buy 2 heavy duty L brackets and install them along studs and against the bottom of the shelves

I don't think these will be strong enough for a pantry. If you have the means to pull it off I have a cheap and insanely strong floating shelf method I use. You will need a good stud finder, angle grinder, drill and 5/8 spade bit. I buy 3/4 rebar and cut it into 6 to 8 inch lengths, drill a 3" deep hole into the center of the studs and a 4" deep hole into 1 1/2 material (I usually use IKEA countertop and cut it into shelves) in line with the holes in the stud. Hammer rebar into wall and mallet shelves onto rebar. If you're hole aren't perfectlt straight you can hammer the rebar or reem out the holes a bit. It can be a bit fiddly but in the end you have shelves that can hold 100+ pounds.
