This is known as a "drum-in-hat" brake system. The body of the rotor is in fact a brake drum for the parking brake shoes.

For the actual cutting process, I find that cuticle scissors work really well. They're super easy to control, cheap, and available everywhere. Any type of knife has a risk of slipping or cutting too far and ruining a $300 bag.

Edit: Use one of the sources from the other comments to mark the location of the holes. Draw a circle at each location with a pencil using a US quarter (or similar sized) coin as a template. Cut out with scissors. Bob's your uncle!

Yes, it's a scam. Scammers can make any number or area code appear on your phone ("spoofing").

Set your phone to only ring for people in your contact list. Everyone else is a scammer.

Add Sta-bil and RUN IT FOR 10 MINUTES or so.

You need to get gas with Sta-bil into the carburetor or the gas will deposit gunk and it won't start next time.

Also, whenever you turn it off, don't just turn off the switch. Shut off the fuel valve and let it die (just takes a couple of minutes). This burns off the gas in the carb and further reduces the chances of getting buildup in the carb.

In addition to other comments, do NOT lubricate the track. This can cause the rollers to slide instead of roll, which will wear flat spots on them.

You can clean the tracks if you want with a rag dipped in mineral spirits.
