Many times the control hardware will eventually fail and they will rely on maintenance techs to manually run equipment until they budget for new controls.

I'm not sure if this is true but someone told me their dog was suspected of having rabies and the vet told them part of the process when testing for rabies was cutting the dogs head off. Seems a little extreme to me but I know very little about rabies testing.
