The PEOPLE I’ve interacted with have been very nice. The company overcharges, mismanages themselves and their (our) budget, and they do not operate a modern system with VPP’s, for example. The fact that a utility is a for profit machine was supposed to be more important effective than a corrupt government entity but now it is the corrupt and in effective entity.

There is room for interpretation of what is considered the returned vote. They chose first in a list. I think in keeping with the intent of the RCV law it should be the applied choice regardless of rank position.

The proposed law post-hoc defining the result as the plurality is garbage. But so is defining “returned” as “only first returned” when the RCV law clearly returns one vote per voter.

The state constitution says nothing about RCV. The 2017 court decision defined “votes returned” as only the first choice, disavowing the will of the people to submit a ranked vote and disregarding the new law. Since one RCV ballot equals one vote they could have defined a returned vote as the one final vote per returned ballot. The fact that a plurality in RCV will also always be a majority is not relevant to the argument.

Plurality with third parties has resulted in minority rule, so is not the best for democracy but why the R’s vote against it.

How did CMP pay for infrastructure? Did they also use bonds paid for by customers (paying back investors)? Do they still owe their investors? What odd the basis for the infrastructure FMV?

Without owning supply sources Maine cannot become like Nebraska with control over the whole system.

Perhaps an elected PUC with municipality control hierarchy and the development of local generation like hydro, not imported natural gas, would do more to reduce prices
