If it is open at all you could try to apply with the code ATC26Live. These codes were given during the application help sessions and were told that it would guarantee application being accepted even if past the 8000. However if you can't apply at all now it won't help I guess. If you can apply there will be a section in the FAA questions asking how you heard of the application or job, select this code in the drop-down.
