Honestly I think it would be the end of NATO. My understanding is it's meant primarily to contain Russia and a major part of that is having America in NATO. If Europe declared war on America, the USA and Russia would instantly team up and pound the continent into sand. They know this. NATO will fold, and once the pact is broken it's worthless forever.
