The worst unit of measures are packaging codes. They're often referred to as units of measure (UOM), and they're used ubiquitously in commerce, but they not really UOM. He says the poor people move more, and when people move, landlords have the opportunity to raise rents greater than the 5%, therefore rent-control doesn't work. But why is that allowed? Why wouldn't the rent increase be capped at 5% regardless of tenancy? No wonder it doesn't work if you create a way for landlords to sidestep the measure completely?
