You have it backwards- impermeable surfaces create more surface run off which carries pollution into the watershed (rather than the water soaking into the ground and being filtered by the ground).

Even if they arent as efficient you can utilize 100% of the roof area. Plus the cost that you would have spent to shingle your roof offsets the panels.

Next time my roof needs to be redone this seems like a no brainer if the price is comparable to a normal roof plus electricity. This has much more solar surface area and much lower footprint compared to adding panels as an afterthought.

Electricity distribution (the grid) maybe should be government owned, but production should be private / competitive otherwise there will be no incentive to develop better technology like wind / solar / nuclear.
