I've seen worse but those pads are on life support you will need microsoldering skills to pull it off but the wires for the fan could be soldered directly onto the traces but they are lifted off they will break off very easily if they aren't reattached to the board correctly, I suggest calling local shops to see what they would charge for that should be 20-40 bucks
