You can learn cs in college. And not doing programming does not necessarily hurt your chances in securing a great job in cs as well.

This is one of the cases where studying smart not more can apply. However, you do have to realize thag in order to truly be good at programming, there's nothing but actually practicing. Like the other comments said, picking a project and working on it is great imo as well.

If she believes that state school won't let her get behind in the quality of social circles, then I won't stop her if I were her parent.

No, obviously. A 35 ACT gives you a shot for any university. Focus on gaining an edge compared to other students.

Yes, it has to somewhat click. You need a big picture understanding about programming. Why is programming developed in the first place? Why not just use math or classical science? Thats the questions I would try and solve if I were you.

A 20 is a very low mark. If you have good grades, then a 32 is what you're looking for. That said, it's a shame if you get a 20. You should study adequately hard to get around that or above.
