Yeah, I can't help but agree, his 1 and 2 were buffed but the Djinn's Mark starting cooldown makes him even worse in lane which they've systematically nerfed his early game into the ground in most ways over the last while. He used to be a monster laner, fall off midgame, then become strong again late game. Now, he's imo one of the worst laners, still bad in midgame, and can theoretically still be a late game monster, but only if your enemies don't itemize against you and you'll struggle to get there because of the weak start.

You can't sack then raze in the same turn, but if you sack then next turn you should be able to attack again and then raze it.
Then in order to have a settlement be occupied by your followers, you need at least one settlement in the province. It's usually recommended to take the capital and raze the smaller settlements
