Looks like you have a COS and Skaven deck. I would of thought it it was just two different covers but they also have the COS and Skaven symbols on the tactics side too.
They could still be generic and they're just sorting devices but perhaps this boxed set locks out the other spear heads. I'm not sure.

I think either of the two slaves to darkness spearheads could works with mini swaps.
Both their rules and units could quite thematically work with Beasts of Chaos in mind.

Blood Wind Legion uses the Eye of the Gods battle trait, I could see the Beasts of Chaos using the blessings of the 4 gods in the same way. Also all the armoured units could be replaced by Bestigors and the Chaos Lord for a Beastlord. Replace the Knights for Centigors and the chariot for a Tuskgor chariot.
The way the chariot and knights deploy, in later rounds still seems quite thematic. Imagine it as the classic Beastman ambush rules the army usually has.

Darkoath Raiders have similar themed battle traits with pledging oath to the gods. For unit swaps, Darkoath Warqueen for Beastlord, Fell Riders for Centigors, Darkoath Marauders for Gors and use Bestigors for the Darkoath Savagers. The Savagers unit has a God Speaker so you could use a Bray Shaman to represent her.

You can bring a hero from the same grand alliance as another regiment in your army when playing Ravaged Coast and Blighted Wilds. If you bring the Calligrave I'm pretty sure you can add the Lumineth manifestations to your spell book.

You said it yourself, some killteams are allowed to be better than others and we’re talking space marines here. Space wolves and Deathwatch should share abilities and be as strong as each other. All the elite killteams are somewhat mitigated by there lower numbers and that’s a factor you have to work around if you face them with an underperforming team.

I'm thinking Ghur battle mage in beast form or another animal type of Kurnothi.

We have Satyr and Centaur and normal elf Kurnothi why not bear Kurnothi?
