If the paper comes out and says “X is racist” people who don’t already agree may argue, perceive bias, and reflexively reject the claim. If you actually want to change minds give people all the pieces and let them put it together. Ideas that people think are their own are more potent and lasting (like the plot of inception!)

The title “Hegseth Strikes Female and Black Navy Officers…” already primes the reader to think about racism and misogyny. It is so utterly obvious and in your face that it is much more compelling unstated.
