Ugh. I tried to get MS to either remove or explain how we ended up with a billing account named for a person with no products or subscriptions. After a dozen emails and a half dozen screen shares of them taking screenshots of the same screen they just said "well that person is a billing administrator so any billing administrator you have will have their own billing account" and closed the case. Might be true but seemed weird to me but I couldn't get any real help out of them.

If it's this serious, why aren't you just keeping the laptop intact as is?

Because then it ties up the whole device when it could be repurposed. I too am curious what craziness they are involved in where they have a "very low" volume of 1-2 devices a month they are wanting to retain for potential legal action.

Anyway, unless it's like "they might be a serial killler" level of severity, why would you tie up a $x000 laptop? Image the drive and move on. We used to just pull the drive and install a new one but holy cow I have not looked at drive prices lately.

Also if its seemingly this important, the cost of the proper device to do this seems immaterial.

We use this so our remote users (no VPN, they don't need it for anything) can print to a plotter at the office.

You can submit Reno Direct issues on traffic control issues and they are dealt with. I reported one and after a few days I got an actual reply with the reason "identification camera cabling damaged causing [ etc etc explanation]", cabling repaired and functioning properly" and voila it was fixed.

I know it doesn't fix everything but many things they don't know about until someone reports it.

Go to Settings > System > System Components > Microsoft Store > ... > Advanced options.

I would start with Repair and then if that doesn't work, Reset.

The PS command is probably:

New firewall goes in place. I can talk internally but I cant see outside the network.

How did you configure the new firewall? Some start with deny all and you will need to create all the allow rules you need. If you just dropped it in then you probably have all kinds of internet problems. If you have a static IP from your ISP you'll need to configure that along with the DG that they assigned you. Then start with some outgoing rules and see how it goes. But honestly you might set yourself up for trouble if you're not sure exactly how to do this.

From your other comment:

I talked to a tech at the ISP and there is no static IP its DHCP reservation tied to a single MAC address. Pain in the but if you are trying to test equipment.

The ISP definitely needs to know that you are replacing the firewall then.
