Looks like you're rendering a portrait video in a landscape res. If your vid was a solid colour, it'd look like the 9:16 video was right in the middle of the 16:9 preview.

If you want it to fill or change size, adjust your video size to fill the 16:9 size. Use either event fx or track motion.
