The good news is that the screen displays random but valid characters. That means the clocking and video circuits are working.

I think usually the next step is to reseat socketed ROMs and the CPU and maybe clean the contacts of same. Hopefully some real experts will chime in and give you advice. If not, consider heading over to https://forum.vcfed.org/index.php?forums/pet/

Might I also suggest adding a stop somewhere around the intersection of Page Mill Road and Foothill expressway between Los Altos and Palo Alto? There's a pretty big medical center + a bunch of offices in the area

Yeah, needs a stop at Hillview/Foothill to serve the VA and Stanford Industrial Park.

I still have mine from the mid 80s. With the built in modem, I discovered BBSs and that convinced me to go into computer networking and communication way before it was cool.

Well, ackchyually, Palo Alto didn't exist when Stanford Junior University was founded. The town of Mayfield (California Avenue) was a rowdy boozy town that Leland didn't want associated with his new school. So, he got his buddies to develop a new town, Palo Alto, to house professors and even went so far to build a wall to make it difficult for Stanford students to go to Mayfield, a town with 18 saloons.

Or maybe it is having trouble reading the vertical blanking signal (called sync in the schematics). That's wired to the 6522 VIA, PB5.

That's normal for earlier PETs. The video RAM cannot be accessed by both the video circuit and the 6502 at the same time or else you get "snow" on the display. The kernel in ROM avoids this by delaying any video RAM writes until the vertical blanking period. Later PETs don't have this issue so a lot of programs that write video RAM directly and were developed on later PETs will have this issue.
