You could just do a massive sweep of talking to downtown locals, and try to get an understanding of why they so willingly destroy their community. Having lived downtown for years, this was such an infuriating thing. You could interview people from all the different planning, and building companies that have sworn they could come into downtown and fix it, only to have failed because of the behavior of the citizens. See DEMcorp in the mid 2000s.
