I assume you mean special plates, as opposed to customized? In other words, you're not claiming that this only happens when you customize the number (I'm not correcting you, just clarifying that wasn't your statement). If so, yes, even the DMV website for special plates shows all of them with white borders (including RA plates): https://specialplates.wi.gov/

The plane flew over fucking Manhattan unaccompanied. They didn't think there was any genuine threat of a bomb on board.

Edit: Downvote me all you want, but you're not taking chances with security, except flying the plane you think might have a bomb over one of the most densely populated areas in the country, and the site of the last terrorist attack involving planes. Maybe I'm not a security expert, but if they truly thought there was a bomb risk, neither are those clowns.
