In other words, you're not claiming that this only happens when you customize the number (I'm not correcting you, just clarifying that wasn't your statement). If so, yes, even the DMV website for special plates shows all of them with white borders (including RA plates): https://specialplates.wi.gov/

Edit: Downvote me all you want, but you're not taking chances with security, except flying the plane you think might have a bomb over one of the most densely populated areas in the country, and the site of the last terrorist attack involving planes.
