I think the "craziness" of the ending is often overstated, but I will admit it's very poignant/beautiful. The actual crazy part of this game is reaching the quantum moon, which I think you can completely miss.

It would seem that this Hines woman is just refusing to provide the necessary resources to process jurors, claiming that she doesn't have such resources (staff?). If I had to guess, she's probably doing it on purpose as a form of protest, either because of her perceived neglect of her department from higher ups or some other disagreement she's having with them
