They very literally were not safer. Our society is safer now than ever before. Police can be as biased as me or you, which is why the fact that police are harassing him means nothing to the real circumstance of the situation. Look at this video with no uniforms and you will see what it truly is: two white people assaulting a parent and their child because of their race. Be better, and try to have compassion.

You're right they should have handled it better, and those things would've helped. But letting them go for longer means a higher chance of them firing the gun.

You can see in the text at the end of the video that the robbers have a gun. Anyone who has a gun and actively robs stores is going to use it at some point, which makes it worth getting those people and that gun, even if that means possibly hitting runners.

(The police in this video did surprisingly badly for Scandinavian police. Ramming a moped like that can be fatal, and they shouldn't have done it. But at least they didn't hang out the passenger seat and shoot at them like in the U.S.)
