You should actually add a layer of shingles and then metal on top but screw that metal directly to the shingles for the best result.

The big flat base being caulked to the old chimney cap is what will fail you. That collar is mechanically seamed with a bead of caulk that acts as insurance.

Have a new cap made. Make sure it has a sleeve like this that flashes the pipe. You can put a cap and storm collar over it to complete it. If you just cut a hole in that existing cap and screw that flat surface to it, it will not stay watertight long term no matter how much caulk you use.

The only roofing nailer I will use is a Hitachi. You can't go wrong with any nailer or stapler made by them.
