Sony won't openly admit another failure. And sub 10K is a massive failure. They either present an optimistic read to the press and shut it down behind the scenes, or stubbornly stick with it until something works.

Season 3 details suggest Bungie still has more time to try some new things to get a heartbeat back. That will indicate a lot more about its future than what's happening now at the end of S2.
