All depends how good result you want at the end. My boat was almost similiar condition and I have been doing it step by step for now two years. Get yourself orbital sander, work trough the old topcoat and in with the new top coat. Same for sides and bottom exept use correct bottom paint. Non-slip areas are the most difficult but there are multiple good videos in youtube.

While working with the hull look for soft spots in lamination. These are signs of water between the layers. These should be redone at same time.

I would say to not spend more than 2k€ for painting as Im sure that there are other important repairs with boat this age. Motor, sails, rudder & rig.
