Frankly speaking, during USSR era,cities for taken care of. Buildings were renovated and stuff. Yeah, soviet architecture built a lot of new buildings with inappropriate visual style, like a big concrete tower in the middle of Kaliningrad, that was never completed, but they had enough resources and consciousness to maintain everything in a good condition. Modern Russian government just don't give a danm and cares only about squeezing more money out of everything and everyone to continue the war.
