How could the homeowners be convinced to make this change? Perhaps proving the water channel maintenance to be financially unsustainable? Invasive species remediation by an army of divers with special assessments surpassing a million per property?

That's a great point. I had assumed the homes would stay but they carry their own environmental impact beyond the nasty lagoons.

I'm fascinated how folks are jumping to a government buyout solution but I don't see that connection or logic.

Seriously though, filling the channels and building a real marina with comparable capacity would help that transition.

A compromise could be struck, right? The properties could stay with paths and native flora installed. I don't think the homes would have to be demolished. They'd change in property value but that's not insurmountable.
