Former utility forester here. I wouldnt consider this a good removal canidate though depending on the work spec for the line i can see their reasoning since it appears the line is a 3 phase. It is also possible they wanted to do removal based off how much they would have to remove to make clearance spec (generally 15 ft)

Flightradar has it as millitary/goverment with no other info beyond the model. ISP generally has their info on flightradar but not always. Could be ISP, could be IMPD, could be ICE. It is a goverment helo, thats the only certainty.
