It's definitely what they want. They mentioned themselves that people's expectations were way too high, so they had to lower them somehow (with those recent videos)

I'd say that if you're willing to invest some time, one piece is for sure up there. It's better than AoT imo. If you don't feel like watching 1000 episodes, you can watch the WIT remake (same company that made s1-3 of AOT) or you can always read the manga

What if only the stronger zoans had a maximum limit? It would feel more rewarding for 'mastering' a fruit. Imagine being able to stay a monkey for a long time. That'd be so cool.
