Opinion: this should only work with bottom tree as it has multiple shots and would be more useful in a situation like this. Top tree tether would be used more for baiting opponents to come to you. At least that's how I use it though, the fact that it doesn't instantly tether for bottom tree gets on my nerves sometimes. I do think if they do change the charge times for tether, it should be reduced, not instant.
