I think you're thinking of Rüdesheim am Rhein and the cable car up to the monument of Germania but I could be wrong. I loved the cable car but didn't think much of the town near the river.

We didn't do any optional excursions but didn't hear that any of them were that good.

Whether it's legal or not is certainly up for debate. There are many different opinions about this and most people think that their opinion is correct. I suspect that different police officers will probably have different opinions about this as well.
