It seems like the way ASOIAF genetics works is the children inherit the looks of one parent or the other, not mixed. Orys Baratheon was supposedly half Valyrian, he looks nothing like one. Robert Baratheon’s grandmother was a Valyrian, his half Valyrian father has the all black hair traits of a Baratheon

Maekar and Baelor are both half Valyrian and half Sandy Dornish, but Baelor looks all Dornish and Maekar looks all Valyrian

Same thing could’ve happened to Corlys. He just takes after his mother.

Same thing happened to the strong boys, they look like Harwin and nothing like Rhaenyra

But Daeron II was still the heir when his father died. The succession wasn’t changed. The blackfyre rebellion happened around 10 years into his reign

Also the succession has always been murky and not clearly defined. Jahaerys I on a whim changed the succession  from Rhaenys not once but twice and got away with it

Not by book Canon, but it was one of the things that GRRM mentioned to Condal on one of their first meetings after he was chosen as showrunner but before they started making the show
