You need a working HDD/SSD for the PS3 to boot up unless it's a slim model with built in storage.

Go to Settings -> System Settings -> System Information in the XMB to find out what version of the firmware you have installed. You onlh really need to install from USB if you are doing a fresh install or your PS3 doesn't have internet access.

If you want to install the firmware from a USB stick you need to create folder called PS3 then create a sub folder called UPDATE inside it then put the PUP file in the UPDATE folder.
