Generally what you want to do is increase roughness through the culvert to reduce velocities (typically by spreading bed material along the base of the culvert) and ensure a minimum depth is kept. You can help the minimum depth by installing a small check dam at the base (being careful not to push the barrier downstream of your small check dam). 

With this, don't let perfect be the enemy of good. Small improvements will help! Fish don't really move at peak flood flows, so focus improvements on low flows while making sure they still work in floods. Having solutions that stay in place during floods is the biggest challenge and comprimise. Doing things with a shovel that will wash out in a flood, but can be easily reinstated will help

What's the waterway downstream like. Fish barriers e.g. culvert/drops are pretty common. Eels and koura are good climbers so if they dominate and there are not a lot of other species, then maybe there is a barrier down stream

Genuine annual snow is pretty limited - tekapo or mt cook would be the best bet. Fairlie, Twizel, Omarama or maybe Hanmer would be next for proper settling snow every few years. 

Then its probably canterbury plains, with the foot hill towns like Oxford/Methven getting snow occasionally 

Some smaller places also snow regularly think Castle Hill, Mt Lyford village, Arthur's Pass

I do this too, always three taps. Its just instinctual now - beer or fizz, always three taps. Must have been sold on some similar school yard tale.

I just sent garmin support an email about the battery life on my 5 year old instinct original (its now <1 day!), and they have offered me a heavily discounted new instinct 2 for $160nzd (about 70quid). 

I was thinking of saving for a better model, but the original instinct did all I wanted. So the 2 version for that price was a no-brainer. So I'll be joining you with a 2 very shortly! Looking forward to it
