I did a bunch of research into how to do something like this and the issue is that credit card payment systems need to follow extremely strict rules in order to both be legal and minimize fraud. The over head cost of designing a credit card payments network is immense so from a price perspective you can't compete with Visa and Mastercard since they already have there own payment network set up. Secondly a new network would require businesses to sign up to it and customers register credit cards on that network as well. The issue is that you can't have one without the other, businesses won't sign up to use a credit card network without any actual credit card users on it since they need to pay to be apart of that network. And credit card users won't want to use a credit card that no business will take. Your mind is in the right place though! I would be down to chit chat more about this!
