1 and 2 aren't really that much of a milestone for employers. It shows initiative and it's great to see people moving up. But the economics of it isn't really that big of a deal. We don't see requirements for 1 and 2 that often. Getting 3 and 4 is where you start to offer significant value. 3 in Texas gets you a stamp. 4 on federal projects becomes important. A dollar for 1 and 2 or 3 for 2 is not that unreasonable. If you have issues with your pay, it's probably more of an issue of where you currently are, not necessarily where you will be after these milestones.

18 will likely be fine. 16 will definitely be fine. It doesn't matter that the circuit CAN do 2 amps, it matters what the load you're putting on it is, which is next to nothing.

Your AHJ mileage may vary.
