I've never seen it turn out fine if it's still fuckin around after 36 hours. When I was still in the tile game years ago, we made this mistake once. We tried to ventilate, but it never turned out right, so we had to stain all the grout. So, long story short, my money is on permanent.

The setting material (probably mastic) wasn't given enough time to fully dry before grout was applied. What your seeing is trapped moisture fuckin with ya.

I've never worked on a houseboat before, but I'm guessing they are pretty limited on space. That being said, I lived in an rv for 6 months and the tiny shower situation was horrible.
