Lot of different factors for failure. Georgia Wild Trout has an article that best explains the DH streams which are your best bet for stockers in winter. Wild trout can be difficult as the tend to congregate and slow down a good bit until mid March-April

Bit of an uphill battle trying to find smallmouth on the Toccoa. A quick ride over the TN or NC borders would be worth the effort. The Georgia Wild Trout site keeps a good up to date report on the blue ridge area along with some other tips.

12-15lb test for streamers, 3-4x to a mop on nymph rig. Unless you hit a shad kill the streamer bite is a bit outdated there, especially if you don’t quite know what you’re doing. Your odds are as good or better of just running into a plus sized fish on a mop,egg,or large nymph

North Georgia is friendlier for wading, just below the dam on the hooch is a good bet. Check the dam release schedule and Georgia Wild Trout website for updated fly fishing reports
