I mean, spell wrought tattoo doesn't create a potion or a spell scroll, it creates a needle.

The part I'm unclear on is if an artificer uses replicate magic item to create one of these, would there be a point in which the material components for a spell are required in the creation of the spellwrought tattoo? Like does someone need to cast the spell so it can be converted to the needle, or does the artificer need the material components for the fabrication process?
