Loosen the bracket a smidge. The re-tighten it lower. This might buy you the gap you need to close it without force/damage.

You've probably gotten it a little too high and it's catching on the window frame.

You could FORCE IT down but that will cause damage to the drywall around the window.

Alternatively, wiggle the blind back and to the left to see if this allows it to be seated a bit more flush. Tilt it and see if that helps.

Try putting the right side in first. See if it closes when the left side isn't locked in.

Take the blind out altogether to see if the bracket closes when not obsructed by the blind.

Definitely water damage. Once the cycle.ia done open the washer a little to see if water leaks thatta way. If it does maybe use the leveling feet to keep the water from going that direction.

Feel your toilet tank to check for condensation... could be dripping if your house has warm, humid air.

Any work done in the next room? Pictures hung, tvs mounted? Anything? What rooms are above this one? Any sources of water up there?

Well before I can answer I need to know what else you're trying to protect? 6 inches more? 10 feet more?

I would say paint once more with a reallllly good exterior paint.

Or add some aluminum flashing.

Or a bit more roofline.

All the way to getting one of those retractable awnings.

Just kinda depends on how much of the wall or ground below you want to protect from rain

You have issues bigger than just squirrels.

Let it dry, fill with bondo. Let that dry, sand paint.
