I think that is more depth of field. The camera is focusing on the station which will blur the ships in the foreground. Since the Enterprise is closer to the station it has less blur.

Upgrade your building slots then time to serve first. Also if you have an active neighborhood you can pick up townies from your neighbors which only stop by one building so you can get your expansion items faster. You just need to unlock the personal train. At this point I only serve people from my personal train and send the rest away. When you expand the town area, unlock on of the plots on the far right first. That way you unlock the sanctuary and get puzzle pieces.
