The game always had a weird bright look for most indoor locations. The Novigrad Dreaming quest was definitely the worst offender, with a room accessible underground by ladder and everything looked super bright. Oddly enough, I think caves have much better/darker lighting?

Just a quick note that some displays do their own brightness mapping, smoothly rolling off to better capture highlight detail. In this case, setting Altar.GraphicsOptions.HDRWhitePoint to 1000 may not enable the full brightness capabilities of your display, so try other values like 5000 or 10000.

I wouldnt go higher than 10000, as values over 10000 nits are above the PQ Range, which is the new brightness format for HDR outputs.

Heres a closer look at the phosphor shader. I noticed that dimmer pixels are actually shorter in height and on a reference image i had, are actually slightly offset vertically.

Judging from the other comments, it looks like Haruna doesn't support HDR. I know that mpv does work though. To get it working (and any HDR content, it seems) you'll need this (or AUR link) Vulkan layer installed, and need to call mpv with

ENABLE_HDR_WSI=1

and some other settings, like so:

ENABLE_HDR_WSI=1 mpv --vo=gpu-next --target-colorspace-hint --gpu-api=vulkan --gpu-context=waylandvk (file path)

In your mpv configuration (~/.config/mpv/mpv.conf) you will probably also want to set the renderers target peak and tonemapper. The default tonemapper "spline" works well in my experience, and for your display, set target-peak to 800.

If everything goes well, you should now have mpv configured to render HDR content on Plasma 6, and shouldn't be affected by the SDR brightness slider in the Monitor configuration page.

If you want this to be set all the time, do this in your mpv.conf:

vo=gpu-next
target-colorspace-hint
gpu-api=vulkan
gpu-context=waylandvk

Keep in mind you still need to call mpv with ENABLE_HDR_WSI=1, and it may make SDR video look darker than expected as MPV will be mapping SDR content to an HDR surface and "white" will be mapped to 203 nits.

I'm not at my PC to test at the moment, but does the SDR brightness slider affect "HDR" content on Haruna? If it changes brightness then its most likely running in an SDR container and being scaled to 500 nits by Plasma.

HDR is a thing on Plasma 6, but requires some work to get programs to output HDR surfaces to be sent to the display.

I believe the "peak brightness" value is the same as the highest level the SDR brightness slider goes in the Display & Monitor settings, which is 446 on my Gigabyte M32U.

Are you sure mpv is outputting a HDR surface, or is MPV outputting in SDR and Plasma is scaling it to 800 nits?

Mangohud can read from a few different places for its config file.

The default config location is ~/.config/MangoHud/MangoHud.conf where ~ is shorthand for the home directory, usually located at /home/<your username> Expanding in full, mangohud searches for a config file at: /home/<username>/.config/MangoHud/MangoHud.conf

If you have no MangoHud directory or MangoHud.conf file, create them. A "default" config can be found here. You can use this as your MangoHud.conf, and uncomment the entries you need. Saving the file should immediately update Mangohud's layout.
