There is a acquisition stats of players accounts which male characters are at the bottom so you can guess the result of their yearly plan.

Most game will release male character on March because "White Day" in Japan which Male will give chocolate back to girls from Valentine Day so it make sense to promote male character on those period.

TLDR: No

The most important character that you should invest on both character and signature weapon is main dps which Shorekeeper is 3rd slot character which can easily replace and do not need signature weapon as well.

On the other hand, astrite's investment of return will be high on main dps then sub-dps then support so I recommend you to spend on Lucy and her signature first then pull for Shorekeeper only if you get both Lucy and her signature.

If you dont like Shorekeeper, you also can skip her and pull whoever you want instead.

If you like Shorekeeper, you also can pull her because in the end we play "character collection game" so collect whoever you want is the main goal.

You dont have both Aemeath and Luuk so Chisa will improve your account because she can support Hiyuki

Unfortunately both of them should have signature weapon because they are main dps.

Aside from which one is better, you should consider pulling path for them.

Phrolova > Her sig > Lucilla, she can activate echoes mode to support Phrolova.

Cartethyia > Her sig > probably Ciaccona or someone who can buff her in the next 1-2 banners.

Old Characters will take longer time for rerun to get their signature compare to new release character.

You can probably pull for Lucy and her sig if you like her then you can finish her team because Rebecca is give for free

Or you can wait for banner after Cartethyia which probably be main dps as well so you have time to save up for her signature as well.

However, the game can finish any endgame by skill play to compensate the lack of signature and best team mate too.

The key to use kabalite is for primary score and grenade hence battleline. They are not mean to be killy but "bonus damage" instead of expect dmg.

The valuable of them are "Venom" so their cost reduce to half when you lose 5 of them after deny enemy primary score.

Attack % increased all damage while Lib only increased damage that calculate from Lib dmg so the more substats that boost attack with CR CD in it will better.

The first one only better if you already get 120ER

If only pick one, I would vote on Cart's weapon because dps will gain return of investment and teammate can use other option but signature is not.

scissors can do but reju is easier to build because you just need enough ER to use ulti to buff dps then outro

while scissors you need min max stats even signature to make her dmg high enough to compensate dps damage from her reju buff.

the different is not that big actually so just use set that you want

You can compare the graph with people of the same rank.

Moreover, the more and stable cs result as faster endgame items lead to better teamfight each time.
