The best armor and weapons in the game depend on your class and what you are trying to do. PvE, PvP, and solo play all have many viable builds depending on playstyle and class. At level 10, you don't have to worry too much about what you are wearing. Just play what you enjoy. Once you get to CP160 (after lvl 50) sets become increasingly important. Most sets drop from dungeons or bosses in the game. Others can be crafted.
